Did you see if their was a different version from where you downloaded the file? For example, the 200 forums had an RA3 and RA4 firmware version. There was also someone on the Hell Cat forum that had a similar issue as you. In that thread it was mentioned that the 15 & 16 update iso that was posted was for RA4 radios only.
Op, I believe this is your issue. The 17.11.7 downloaded was for a radio that had nav installed from the factory(ra4). The ra3 radios could be upgraded to nav later but have some differences like upgraded nav WILL NOT have 3d maps.
The version you need to download would be the ra3 version with/without nav maps not sure on that one specifically as I dont have that radio, and then use the nav stick to update the nav files. The root issue is the firmware knows the radio you have is not compatible with the firmware you downloaded. The easy way to tell would be the file size of the download. The ra3 radio download should be about 4-5 gigs, the ra4 download is about 9 gigs.
